The problem I've had with Turn Based combat, even while I've been enjoying it, is that there's no visceral feel of combat.
Now, you have great arguments for turn-based, using tactical decisions, etc., but I don't see how that really applies to Fallout.

P.S.
How often did anyone use Traps and Throwing? Couldn't Science and Repair be merged into one skill, along with First Aid and Doctor? It's not hard to see.
